Palestinian Authority presses for ceasefire resolution from UN Security Council

The Palestinian Authority (PA) representative at the United Nations on Saturday stated that the UN Security Council must demand a ceasefire in Gaza.

“We will be pressing as quickly as possible for a resolution, demanding an immediate ceasefire,” the PA’s Riyad Mansour said.

“It is the duty of the Security Council to say, ‘we demand an immediate ceasefire and compliance by all parties, and we demand that this take place, for example, within 24 hours or within 40 hours. Or else,” he added.

Mansour indicated that simply adopting such a resolution would not be sufficient, but that the United Nations must be prepared to enforce it.

“The Security Council has the tools to force its will and to use everything available to it, including [what] should not be a taboo, going into the area of Chapter 7,” he said.

Chapter 7 of the UN Charter speaks of enforcement, with Article 42 stating that should non-military measures fail, UN member states “may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security.”

The PA representative emphasized, “We need to save lives, not to kill more people, and we need to stop this crime against humanity and war,” referring to Israel’s actions in the war.

Mansour has represented the PA at the United Nations since 2005, where it currently holds the status of “non-Member Observer State.”

While precluded from voting on or proposing resolutions, the UN’s non-Member Observer States have “received a standing invitation to participate as Observers in the sessions and the work of the General Assembly and maintaining Permanent Observer Missions at Headquarters.”

The Holy See of the Roman Catholic Church is the only other entity designated as a permanent non-Member Observer State by the United Nations.
