Israeli Gaza aid plan faces opposition from UN, global aid organizations

The Israeli Security Cabinet approved a new aid plan for the Gaza Strip this week, aimed at delivering assistance directly to civilians while preventing the terrorist group Hamas from profiting by looting supplies.
"It will establish an area in southern Gaza with aid centers and only allow those who are not Hamas members or identified with Hamas to enter," the Israeli government announced.
Two unnamed Western diplomats reportedly told The Jerusalem Post that the United Nations and some international aid organizations, including World Central Kitchen (WCK), oppose the new Israeli Gaza aid plan.
"It’s not necessarily that the organizations oppose a new distribution model, as Israel proposes, but they are not willing to accept a system in which the IDF and the Israeli security apparatus decide who receives aid and who doesn’t," one diplomat said.
Some international aid organizations argue that the new Israeli humanitarian aid distribution model could exclude Gazans who fail the IDF screening at checkpoints established between various sectors inside Gaza, calling it "unacceptable."
The Trump administration reportedly backs the new Israeli aid plan and has attempted to persuade the UN to accept it as the new reality for the enclave. One unnamed source claimed Trump’s envoy, Steve Witkoff, has warned that the United Nations could face funding cuts from Washington if it does not adopt the new Gaza aid plan. The United States remains by far the largest donor to the United Nations.
"This is not a matter of funding," a senior UN official told The Jerusalem Post. "We will not participate in a humanitarian aid distribution system that violates our core principles."
The Iran-backed terrorist organization Hamas has so far exploited international aid to Gaza as a source of income for its ongoing war against the Jewish state. In addition, Hamas’ control of the inflow of aid to Gaza has enabled it to strengthen its control over the civilian population. The IDF (Israel Defense Forces) has released several videos revealing Hamas terrorists stealing international aid and beating up local civilians.
The United Nations Relief and Works Agency for Palestine Refugees previously played a central role in the distribution of international aid in Gaza.
Last year, the Israeli Knesset voted to ban UNRWA from operating in Gaza, and Judea and Samaria due to close ties to Hamas.
In March 2024, the Israeli Foreign Ministry exposed UNRWA’s ties to Hamas in a written testimony submitted to the International Court of Justice (ICJ). The report contains evidence implicating UNRWA employees in the Hamas-led atrocities against Israeli civilians on Oct. 7, 2023.
