New Hamas proposal: Release of all hostages at once for a five-year ceasefire

A pro-Saudi newspaper reported on Wednesday morning that Hamas is expected to present a new framework for the release of hostages and an end to the fighting.

According to the report, the terrorist organization will participate in a meeting in Cairo and propose an agreement comprising five clauses, including a comprehensive deal and an extended ceasefire of up to five years, with demands for regional and international guarantees.

Proposed clauses of the agreement:

  1. Comprehensive prisoner exchange in a single phase, according to mechanisms and timelines to be agreed upon in advance.

    All Israeli hostages would be released in exchange for an unspecified number of Palestinian prisoners, alongside a full ceasefire, complete withdrawal of IDF troops from Gaza, reconstruction of the Strip, and lifting of the blockade.

  2. A long-term ceasefire of five years, guaranteed by regional and international actors.

  3. After reaching an initial agreement on the framework of a deal: Return to the situation as it was on March 2, 2025.

    Military operations would stop, IDF forces would withdraw to the positions they held according to the January 2025 agreement, and humanitarian aid would be allowed to enter under agreed-upon protocols.

  4. Establish a local committee of independent technocrats to manage Gaza with full authority and responsibilities.

  5. Preparations for national Palestinian reconciliation in line with prior agreements between Palestinian factions, the latest of which is the Beijing Agreement of 2024.
